Siri AI stops at the iPhone 15 Pro while iOS 27 reaches back to the 11

Apple's new Siri needs a waitlist slot, an iPhone 15 Pro or newer and a country outside the EU, so a team supporting iOS 27 next week is supporting four populations on the same build number.

What happened

  • Apple publicly released iOS 27 and iPadOS 27 this week with new Siri AI capabilities in many countries plus a Liquid Glass update, alongside macOS Golden Gate 27 on the Mac.
  • The new Siri and its dedicated app do not simply appear after updating: eligible users have to join a waitlist in the Settings app before Apple grants access.
  • Siri AI runs only on the iPhone 15 Pro and newer, while iOS 27 itself installs on the iPhone 11 and newer.
  • iOS 27.1 arrives next month with the iPhone Duo, and Apple has already seeded developers a first beta of iOS 27.2 ahead of it.

Why it matters

  • What it limits constraint No team can schedule a launch around Siri AI, because access arrives per user on Apple's clock: a feature can be live for half a test group and missing for the other half on the same build.
  • Who has to decide decision Any Siri-dependent flow now needs a fully designed non-Siri path for EU customers and for every iPhone below the 15 Pro, and that path is what a large slice of the base will use permanently.
  • Who's exposed exposure Support queues absorb the gap. A customer who updated an iPhone 12 and cannot find the Siri app has done nothing wrong and will still open a ticket.
  • What it sets up precedent Apple is shipping a developer beta whose headline feature is held out of the matching public release, so a beta build no longer previews what users see on release day.

Two iPhone 15 Pros sit on the same desk, both on iOS 27, both signed up for Siri AI within a minute of each other. One is granted access almost immediately. The other is still waiting several days later. MacRumors reports that the wait runs from a few minutes to hours or days [7]. The build number on the two phones is identical.

That is the practical problem for anyone with a support queue or a QA matrix. An adoption dashboard counting iOS 27 installs is counting a version string that no longer predicts which features a user can reach.

Then the hardware. Four numbered generations of iPhone, the 11 through the 14, can take iOS 27 and will never run Siri AI [14]. In EU countries nobody gets it at all, which Apple attributes to its Digital Markets Act fight with the European Commission [10]. Stack the waitlist, the hardware floor and the geography, and one OS version is four populations: users with access, users waiting, users on iPhones below the floor, and users in the EU [15].

The release queue does not clear this up quickly. iOS 27.1 is the release tied to the iPhone Duo [4], and 27.2 is the one Apple describes as the first significant round of improvements for all iOS 27 users [11]. The first 27.2 beta is already with developers, and its headline change, the revamped Health app shown at last week's iPhone event, will not be in that update's public release, according to Apple [6]. Developers are testing against a build whose most visible feature the public does not get on release day.

There is a hardware split too. Apple's spec pages now show the C2 modem in the iPhone 18 Pro and Pro Max in every country except the Pro Max sold in the United States, which keeps the Qualcomm Snapdragon X80 from the iPhone 17 Pro [12]. Apple has not said why [13]. Anyone chasing a cellular bug on the top US model is chasing it on different silicon than the same model in London.

A two-question grid covers most of what a team has to settle before Monday. Does this flow need Siri AI at all, and does the user base include EU customers or iPhones below the 15 Pro. Where both answers are yes, the non-Siri path is the only version of the feature those users will ever see, and it deserves the design hours accordingly. Where the first answer is yes and the second no, the flow still needs a pending state, because Apple decides when each user comes off the waitlist [7].

What to watch

  • Whether Apple explains the US iPhone 18 Pro Max modem difference or changes it in a later production run.
  • Whether Siri AI becomes available to EU users, and on what terms under the Digital Markets Act dispute.
  • Whether the revamped Health app arrives in a later point release after the public iOS 27.2 skips it.
