Both of the ministry's closure triggers sit inside the band that Malaysian guidelines label "unhealthy." Under those guidelines, Air Pollutant Index readings above 100 count as unhealthy, above 200 as very unhealthy and above 300 as hazardous [6]. A reading beyond 500 is the threshold for declaring a local emergency [6]. Neither 150 nor 180 reaches the very unhealthy tier [27]. On Friday morning, government data showed 37 areas at unhealthy levels [23].
Kuala Lumpur's reading on Friday was around 170 [12]. That is 10 points under the single-reading trigger and 20 above the persistence one [28]. On the rule as reported, the capital's closure rests on three straight days above 150, or on the king's guidance [28]. AFP reported only that the city stayed at "unhealthy levels" through the week [13], a label that covers every reading from 101 to 200 [6]. The reports do not include Kuala Lumpur's readings for the days before Friday.
The two arms give different amounts of warning. A closure under the three-day arm comes after at least two consecutive days above 150 that parents can follow in the official updates [29]. The 180 arm needs only one reading [10]. In Johor's Batu Pahat district, about 300 educational institutions closed on Wednesday after readings there reached the very unhealthy range [15], a day before the statewide shutdown began [14]. Negeri Sembilan's order rested on readings taken at 5pm on Oct 8 in Seremban, Port Dickson and Nilai, for closures starting the next day [26]. Nationally, the minister announced on Thursday the closures that took effect on Friday [24]. "In the future, we will ensure that any decision to close schools is notified in advance so that parents have sufficient time to prepare," Fadhlina said [4].
The king's guidance appears in two forms. AFP wrote that Sultan Ibrahim said schools should close when readings reach 150 or higher [5]. The ministry's director-general, Mohd Azam Ahmad, said officials had heeded the king's advice to close schools particularly where readings stay between 150 and 180 for prolonged periods [11]. The ministry's rule, with its three-day clause, matches that second account [10][11]. "The ministry expresses its appreciation for the concern and decree of His Majesty regarding the safety and health of students following the haze affecting the country," Mohd Azam said [22].
IQAir's ranking needs a caution about scales. The Swiss-based monitor put Kuala Lumpur second among the world's most polluted cities on Friday morning, behind Singapore [19], where its Air Quality Index read 205, in the very unhealthy range [20]. That index calls readings above 150 unhealthy [21]; Malaysia's API applies the same label above 100 [6]. Singapore's 205 and Kuala Lumpur's 170 come from different scales and cannot be compared directly [30].
"The state government understands that the closure could affect parents and guardians who still had to work," said Muhammad Naqib Md Ghazali, who chairs Johor's education and information committee [17]. Johor has postponed assessments scheduled during its closure [16]. Outdoor events have also moved. The Ministry of Youth and Sports postponed Saturday's National Sports Day celebrations in seven states and federal territories, and said new dates would be "subject to air quality returning to safe levels for outdoor activities" [25].
"The haze issue is indeed at a worrying level. And I have personally contacted President Prabowo," Prime Minister Anwar Ibrahim said on Thursday, referring to Indonesia's leader, Prabowo Subianto [7]. He said Malaysia has stepped up attempts to trigger rain through cloud seeding [9].
