Trump's trophy-ceremony promise takes about €45m a year of duty off Irish whiskey

Ten percent of roughly €450m is €45m. If the €450m of Irish whiskey the US bought last year is the dutiable base, that is what the Doonbeg promise is worth in a full year ^[12][17]. Where the €45m lands is a separate question. In May the Irish Whiskey Association argued that removing the tariffs would help many US companies with Irish products in their portfolios and avoid uncertainty for consumers ^[14]. That is a claim about US importers' costs. Neither account said how the 10% split between the price Irish distillers charge and the bill their American buyers paid.

The size of the saving depends on which base you start from. Fortune reports that Irish whiskey pays the standard US tariff on most European Union imports, cut from 15% to 10% in July ^[25]. Cryptobriefing reports the US had been charging 10% on whiskey from the Republic, and cites reports putting the effective rate closer to 15% ^[26]. At 15%, duty on €450m is €67.5m, so the July cut already took about €22.5m a year out of the bill and Sunday's announcement addresses the remaining €45m ^[18]. Against the estimated €80m Irish distillers have put into US whiskey casks ^[15], one year of duty at 10% is about 56% of that spend ^[22].

Then the calendar. Trump said on April 30 that he had given the United Kingdom a whiskey break after King Charles III and Queen Camilla visited the White House ^[6]. The Scotch Whisky Association said on July 24 that the zero-tariff policy had come into effect ^[21]. That is 85 days from the one to the other ^[23]. Fortune elsewhere dates the UK announcement to May ^[16], so the real lag may be shorter. Run 85 days forward from September 13 and enactment falls on December 7 ^[24]. Each month of waiting is about €3.75m of duty at the 10% rate ^[20]. Fortune reported that details on how soon the tariff would be lifted were not immediately available ^[4]. Cryptobriefing reported that US trade officials have not confirmed the timeline, or whether the removal applies to all Irish spirits or to whiskey specifically ^[5].

Trump described the pressure himself. "Everybody's been bugging me" to do it, he said at the trophy ceremony ^[2], and "And I said, 'On behalf of the United States of America, I am going to take the tariffs off'" ^[3]. The bugging came from Taoiseach Micheal Martin, who had been pressing the case publicly, and from the Irish Whiskey Association, which had been lobbying US officials directly ^[11]. The golfer Shane Lowry reportedly made appeals as well ^[13]. Ireland, as an EU member state, could not join the UK's deal and had to find its own path ^[9]. The UK's path Trump also described: "The King and Queen got me to do something that nobody else was able to do, without hardly even asking!" ^[7]

I would expect the €45m to arrive, later than 85 days, and to be shared with the US companies that buy the whiskey. Two outcomes would show the direct-appeal reading is wrong. If the relief appears as an EU-wide change covering spirits generally, what happened at the Irish Open was a preview of a broader negotiation. If no published US measure names Irish whiskey by the end of the year, the €45m is a stated intention and the 10% keeps being collected ^[25].
