Delo prepays 36 months of Reform UK funding in a single 36 million pound payment

The Telegraph reported that the 36 million pounds was structured as 1 million pounds a month until a general election in 2029 ^[5], which is 36 instalments, or about three years of funding ^[10]. Delo sent all of it at once.

A monthly stream is exposed to whatever date Parliament picks. The moratorium on crypto donations announced in March was pending legislation, and in July Labour MPs were reportedly considering making it permanent ^[4]. Cash received before a statute takes effect sits on the safe side of that date; the 35 instalments still to come would not have ^[10]. In my view the lump sum is insurance. The premium is the interest Delo gives up on an average outstanding balance of about 18 million pounds over three years ^[12]. He was willing to pay it, and I think that means he put real odds on a ban landing before 2029.

At 36 million pounds the gift is four times the 9 million Christopher Harborne gave last August ^[11]. Both of Reform's two largest known donors made their money in crypto: Cointelegraph reported last month that Farage was under investigation over donations and gifts from Harborne and George Cottrell, two figures tied to the industry ^[3]. The reports do not say what Reform's total income is, so the share of the party's money that comes from crypto fortunes cannot be worked out from them.

Delo said he had given the money to ensure a "fair fight" at the polls ^[7]. Farage said: "I am honored and humbled that Ben Delo has shown such confidence in Reform. ... Ben knows that we are the only party that can turn the country around and reverse Britain's decline" ^[9].

The political cost of crypto money has so far been small. Farage resigned his seat in July amid the scandal over the Harborne and Cottrell gifts, then won the resulting by-election with 63 percent of the vote, ahead of the satirical candidate Count Binface ^[13]. Delo, for his part, was one of three BitMEX co-founders who pleaded guilty to US federal charges over Bank Secrecy Act violations ^[6].

Parliament makes the moratorium permanent and prospective, and the 36 million pounds stands untouched. Or legislation reaches donations already banked, Reform has to return funds, and the prepayment turns out to have bought nothing. Or nothing is enacted before 2029, in which case the timing cost Delo some interest and no more. A bill drafted with retrospective effect would break the insurance reading, and so far none has been reported.
