Sanders calls for an AI pause and Bannon urges stronger oversight the same day the Speaker ruled out a moratorium
The Pro-Human Assembly put a filed pause bill, a coalition of more than 50 organisations and a claim of enacted laws in five states on the same stage in Washington. The state count is the part a product team can plan against.

What happened
- Senator Bernie Sanders, a Vermont independent, and Trump ally Steve Bannon both called for stronger AI oversight from the same stage at the Pro-Human Assembly in Washington on Tuesday.
- Earlier this month Sanders and Representative Greg Casar announced a bill with two aims, pausing advanced AI development and banning superintelligence.
- More than 50 organisations used the event to launch the Pro-Human AI Coalition, a nonprofit co-founded by Project Liberty, the Future of Life Institute and Ergo Impact.
- Trump dismissed AI safety fears as a hoax on Truth Social on Monday and said the United States already has guardrails in place.
- House Speaker Mike Johnson ruled out an AI moratorium on Tuesday, saying a pause would hand China a competitive edge.
Why it matters
- What it limits constraint Three AI bills sit in Congress with no timetable for a vote, so the dates that bind a roadmap come from state legislative sessions.
- Who's exposed exposure Companion products used by minors are the most exposed category here. Parents of teenagers who died after developing relationships with chatbots were on the programme asking for child safety rules.
- What doesn't add up contradiction The slowdown camp has not agreed terms. Warren called suggestions to weaken antitrust protections in the name of AI risk "transparently self-serving," and Anthropic's Dario Amodei has asked for exactly that kind of exemption so labs can coordinate a slowdown.
- What it sets up precedent The coalition's own drafting target is the Geneva AI Summit in June 2027. Anything it wants on the books before then has to pass through statehouses, because those are the bodies that meet sooner.

Sanders attaches a 20-year prison penalty to his superintelligence banConfirmed2 publishers
Representative Chip Roy, a Texas Republican, spent his turn at the microphone describing constituents who felt powerless as data centres went up in their communities [22]. The Future of Life Institute hosted the event, and the New York Times counted several hundred people in the room [5]. Sanders was blunter about the frontier. "When you are racing towards a cliff, you hit the brakes," he said [2], and he asked Trump to negotiate a pause and a ban on superintelligence with Xi Jinping at their summit next week [6]. Casar, his cosponsor, told the room: "The answer is simple: We ban A.I. systems that are too powerful for humans to control." [4]
Bannon does not expect Congress to do any of it. "This is going to have to be executive action," he said [7]. He wants the United States to cut China off from American-made computer chips [9], and on his Monday podcast he said Congress should not pass laws that bar states from enforcing their own AI rules [8]. Of the three asks, the preemption one is the only one that changes what a product team ships.
The state route has the record. Project Liberty's statement says coalition members have already enacted AI legislation in Utah, California, Ohio, Connecticut and South Dakota [11], which is five states [24] and five sets of obligations for a company that ships in all of them. Speaker Johnson's answer to the whole assembly, given to reporters on Tuesday: "They can self-regulate. They don't need the government to tell them to slow it down." [15]
Elizabeth Warren signed up for half the bill on Wednesday. "We should immediately press pause on the development of advanced AI while lawmakers and regulators put systems in place to keep people safe," Warren said, in remarks her office gave to Axios [17]. She did not join the call for a ban on superintelligence [18], and she called the industry's own promise to "pace the frontier" insufficient [19]. So the pause has two senators behind it in public and the ban has one [25].
For anyone deciding what to change before the next release, the bill text is the wrong document to read. Two questions sort a roadmap faster: whether a legislature has already written a rule covering the category, and whether there is a person with a name who will testify to being harmed by the feature. Project Liberty's statement does not say what the five state laws cover, so the first question is one each team has to answer statute by statute for its own categories.
What to watch
- Whether any federal AI bill carries language barring states from enforcing their own rules, the clause Bannon told his podcast listeners to oppose.
- Whether Trump raises a development pause or a superintelligence ban with Xi at next week's summit.
- Whether the Sanders and Casar bill gets a hearing date.
